Brown County Commission 12.18.2017

The Board of Brown County Commissioners met in regular session Monday, Dec. 18, with the following members present: Chairman Steve Roberts, Dwight Kruse and Keith Olsen. Also present were County Clerk Melissa Gormley and Deputy County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting. The meeting opened at 8 a.m. Commissioner Roberts joined the meeting at 8:04 a.m.

Olsen discussed having a new electrical box installed to accommodate the new security system for the Courthouse.

Hill updated the commission on the Courthouse Security Plan. The commissioners approved the Courthouse Security Plan. The commissioners decided to have the Courthouse Security Plan go into effect Jan. 1, 2018.

Brown County Sheriff John Merchant requested the commission look at a location for a locker for the Courthouse Security measures.

Mikaela Moore, HFED Director, was present to discuss an application for a microloan. The HFED Board recommends approval of the $25,000 loan to The Bread Bowl. It would be an 84 month loan at 5.5 percent interest. The commissioners approved the Microloan application of The Bread Bowl, LLC, located at 100 Oregon Street in Hiawatha.

Moore also updated the Commission on various projects in the works.

Glacial Hills Director Gary Satter updated commissioners on various projects and requested funding in the amount of $2,500. The commissioners approved the funding.

The commissioners received a letter from Larry Kneisel, Brown County Historical Society Board Member. Kneisel submitted his resignation from the Historical Society Board effective Dec. 12. In the resignation letter, Kneisel said he had served on the board for 15 years, and he thanked the Brown County Commission for their support of the Historical Society.

Department Reports

Merchant discussed an issue with damage done to county owned rock piles over the weekend. Merchant will need an estimate on the damage done. Commissioner Roberts will contact District 1 Road Foreman Herb Roland to assess the damage at the rock pile.

Executive Sessions

The commissioners held a 10-minute executive session on security measures with the three commissioners, Merchant, Hill and Gormley present to discuss security measures with executive session necessary to not jeopardize the security measures that protect county employees. No binding action was taken following the executive session.

Also at the meeting:

The commissioners accepted and signed the contracts for the attorney flat fee contracts of Meghan Voracek and Kelly J. Fuemmeler for $2,800 per month each and the flat fee contract of Elizabeth Olsen for $1,500 per month, effective Jan. 1, 2018.

Gormley requested information on the ROZ Program in Brown County.

The commissioners approved the minutes of the Dec. 11 regular meeting.

Tax Change orders 2017-5, 2017-7 and 2017-9 through 2017-24 were signed and approved.

The commissioners approved a 50-cent per hour cost of living increase for all Brown County employees except for the Elected Officials, Road Foremen, Assistant Road Foremen, Solid Waste Director and Noxious Weed Director. This will be effective Jan. 1, 2018.

The next meeting will be held on Friday, Dec. 29, to approve month end bills.
