Brown County Commission 7.16.18
The Board of Brown County Commissioners met in regular session on Monday, July 16. Members present were Chairman Steve Roberts, Dwight Kruse and Keith Olsen. Also present were County Clerk Melissa Gormley and Deputy County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting. Steve Roberts opened the meeting at 8:10 a.m.
The commissioners held a 15-minute executive session on non-elected personnel with the three commissioners, Brown County Interim Appraiser Teresa Cements and Gormley for a phone interview in regards to the Appraiser position. No binding action was taken following the executive session.
The commissioners decided to sign a six-month contract with Angela Wright from the State of Kansas Property Valuation Division for interim Appraiser services. The County will continue to look for a full time Appraiser.
Brown County Sheriff John Merchant reported that there are 27 inmates – 18 males and nine females – in the County Jail. Merchant also discussed either trading in two older vehicles or taking sealed bids on them. The commissioners decided to take sealed bids.

The July 3 payroll was approved as follows: General, $69,521.62; Road and Bridge, $12,771.34; Election, $1,665.77; Technology, $1,041.82; Appraiser, $7,140.02; Noxious Weed, $1,500.75; Diversion, $5,450; ACC, $6,201.33; JJA Core, $6,884.26; Reinvestment Grant, $1,687.23; ACE Fund, $158.42; Services for Elderly, $2,613; Solid Waste, $2,541.20; Employee Benefit FICA, $7,572.71; and Employee Benefit KPERS, $9,248.94. After State Unemployment and Workers Compensation of $188.06 and Insurance of $2,704.79 were taken out, the total was $133,105.56.
The commissioners approved the July 9 minutes.
The commissioners decided to amend the Brown County publication motion from the July 9 minutes to read as follows: “Motion by Keith Olsen to approve the 2019 Brown County budget for publication with the Register of Deeds budget correction. Seconded by Steve Roberts. Motion carried. The Budget Hearing will take place on Aug. 6, 2018, at 8:30 a.m. Seconded by Dwight Kruse. Motion carried.”
The commissioners decided to allow use of the Courthouse lawn and electricity for the Downtown Business Customer Appreciation Picnic from 5 to 7 p.m. Wednesday, July 25.
Tax Change orders 2017-105 through 2017-106 were signed and approved.
Gormley presented the Real Estate Appraisal/Sales Ratio Study to the Commission for their review.
JJA/ACC Director Venice Sloan presented several fiscal year-end documents for the commission’s review and signatures.
The commissioners approved Road and Bridge permits 18-04 through 18-10, 18-12 through 18-14, 18-16, and 18-17.
The next regular meeting was held Monday, July 23. These minutes were not available at The Herald’s press time.
