Brown County Commission 12.10.18
The Board of Brown County Commissioners met in regular session with the following members present: Chairman Steve Roberts, Dwight Kruse and Keith Olsen. Also present were County Clerk Melissa Gormley and Deputy County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting.
Commissioner Olsen stated his taxes went up 22 percent. He wants the community to know the increase did not go to the employee raises. People need to read tax statements and call Senator Dennis Pyle and Representative Randy Garber.
Commissioner Olsen stated that the land Ian Schuetz indicated interest in a township road.
Richard Lehmkuhl, Brown County Sheriff Chaplain, reported there are 30 inmates — 23 males and seven females — currently at the Brown County Jail.
Commissioners approved the transfer of two vehicles and $500 to HD Repair in exchange for services. The two vehicles were up for sealed bid, and all bids were rejected.
County Attorney Kevin Hill updated the commission on the possibility of a wind farm in Brown County. Hill indicated there will be a Conditional Use Permit he is currently preparing. Hill also stated it would be about a year before any construction would take place. Hill suggested the County start looking at engineering firms for assessments. Gormley already has been in contact with three firms.

The Dec. 5, 2018, payroll was approved as follows: General, $75,561.60; Road and Bridge, $16,156.21; Election, $245.77; Technology, $303.19; Appraiser, $5,080.02; Noxious Weed, $1,676.25; Diversion, $981.68; ACC, $6,292.18; JJA Core, $6,989.18; Reinvestment Grant, $1,693.64; Services for Elderly, $1,852.50; Solid Waste, $4,262.25; Special MVT, $2,560.01; Employee Benefit FICA, $8,053.56; and Employee Benefit KPERS, $9,804.16. After State unemployment and workers compensation of $105.35 and insurance of $2,627.47 were taken out, the total paid was $138,779.38.
Commissioners accepted and signed the contract for the attorney flat fee contract of Elizabeth Olsen for $2,000 per month, effective Jan. 1, 2019.
Commissioners approved a 50-cent raise to all employees with the exception of the County Commission to go into effect Jan. 1, 2019.
Commissioners approved the reappointment of Jim Scherer to the NEK-CAP Board of Directors.
Commissioners approved publication of the amended 2018 Solid Waste budget. The hearing will take place at 8:10 a.m. Friday, Dec. 28.
Commissioners approved the minutes of the Dec. 3 regular meeting.
Tax Change Orders 2017-114, 2018-12 through 2018-16, and 2018-18 through 2018-23 were signed and approved.
