Brown County Commission 2.4.2019

The Board of Brown County Commissioners met on Monday, Feb. 4, in regular session with the following members present: Chairman Keith Olsen, Dwight A. Kruse and Richard L. Lehmkuhl. Also present was County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting.

Keith Olsen opened the meeting at 8:10 a.m. The Pledge of Allegiance was recited by all. Commissioner Lehmkuhl led the meeting with a prayer.

Hospital Financial Committee

Hill informed the commission there will be a meeting today with the newly formed Hiawatha Hospital Financial Committee regarding Hiawatha Hospital’s critical financial situation. The committee consists of City of Hiawatha Mayor William Collins, City of Hiawatha Administrator Mike Nichols, City of Horton Mayor Bryan Stirton, Brown County Commissioner Dwight Kruse, Brown County Attorney Kevin Hill, and Hiawatha Hospital Board Member Jake Wisdom.

Department Reports

Brown County Sheriff John Merchant, reported that there are 14 male inmates and one female inmate in the county jail.

Hill discussed the Consultant-Client Agreement with BG Consultants. Hill recommended the commission not sign the agreement. The commission did not sign the agreement due to lack of motion.

Hill discussed the request by the City of Hiawatha to impose a tax by resolution to form a cemetery district. Hill suggested the commission request the cemetery district be formed by way of petition of 51 percent of the registered voters in the proposed district. Commissioners signed a letter requesting the cemetery district be formed by way of petition of 51 percent of the registered voters in the proposed district. Lehmkuhl would like to hear more about the proposed district.

Executive Sessions

Commissioners entered into a five-minute executive session on non-elected personnel with Sheriff Merchant present to discuss personnel matters of non-elected personnel with executive session necessary to protect privacy interests. Following the executive session, no binding action was taken.

Commissioners entered into a 10-minute executive session on non-elected personnel with the three commissioners, Brown County Deputy Appraiser Teresa Clements and Deputy County Clerk Dawn Boyles present to discuss personnel matters of non-elected personnel with executive session necessary to protect privacy interests. Following the executive session, no binding action was taken.

Commissioners approved the Jan. 31 minutes.

Chairman Olsen announced Brown County has hired Steve Markham as the new Brown County Appraiser at $55,000 per year. Markham will start within the next 60 days in order to allow him time to relocate to Brown County.

Commissioners approved charging an unloading fee of $35 for every trailer and roll off the landfill employees must help unload. This rate is effective starting Feb. 1.
