The Board of Brown County Commissioners met in regular session on Tuesday, April 30, with the following members present: Chairman Keith Olsen, and Commissioners Dwight A. Kruse and Richard L. Lehmkuhl. Also present were Brown County Clerk Melissa Gormley and Deputy County Clerk Dawn Boyles. County Attorney Kevin Hill was present for a portion of the meeting. Olsen opened the meeting at 8:10 a.m. The Pledge of Allegiance was recited by all. Pastor Shane Spangler led the meeting with a prayer.
John Howard, Dave Wilson and Sam Schuetz were present for the cemetery district public hearing. The commissioners approved Resolution 2019-09, creating Brown County Cemetery District 14.
Sam Schuetz, with Homer White American Legion Post 66, invited the commission and Brown County staff to the Memorial Day Service at the Hiawatha Memorial Auditorium at 10 a.m. Monday, May 27.

The April 24, 2019, payroll was approved as follows: General, $70,342.40; Road and Bridge, $13,000.26; Election, $245.77; Technology, $624.75; Appraiser, $6,195.17; Noxious Weed, $1,644.88; ACC, $9,675.35; JJA Core, $10,966.73; Reinvestment Grant, $3,074.01; Services for Elderly, $2,669.25; Solid Waste, $4,168.76; Special MVT, $2,640.01; Employee Benefit FICA, $7,548.28; and Employee Benefit KPERS, $9,464.86. After State Unemployment and Workers Compensation of $219.47 and Insurance of $10,772.07 were taken out, the total was $131,268.94.
The April 30, 2019, month-end claims were approved as follows: General, $144,210.18; Road and Bridge, $135,091.52; Historical Society, $4,375; Employee Benefit, $73,183.08; Election, $653.83; Extension Council, $8,320.83; Mental Health, $5,850; Developmental Services, $2,254.33; Capital Improvement, $1,211.88; Appraiser, $6,864.69; Ambulance, $18,577.52; Noxious Weed, $703.08; Diversion, $1,452.87; 911 SB50, $2,253.38; ACC, $4,945.54; CC123, $521.90; JJCR, $5,173.17; Investment Grant, $36.47; Services for Elderly, $3,250.23; Solid Waste, $50,403.46; and Payroll, $211.59. The total was $469,544.55.
The commissioners approved the minutes of the April 22 regular meeting.
The commissioners approved Resolution 2019-08, appointing James Stuart as the Brown County Emergency Management Coordinator.
The commissioners approved Road and Bridge Permit 19-02.
The commissioners decided to transfer $7,690 to the Sheriff’s Department budget and leave the remainder of $17,310 in the Emergency Management budget.
The commissioners approved the contract with Husker Steel and Norfolk Construction for the bridge located at the junction of Dewberry Road and 300th Street.
