The Board of Brown County Commissioners met in regular session Monday, May 6. Members present were Chairman Keith Olsen, and Commissioners Dwight A. Kruse and Richard L. Lehmkuhl. Also present were Brown County Clerk Melissa Gormley and Deputy County Clerk Dawn Boyles.
Olsen opened the meeting at 8:10 a.m. The Pledge of Allegiance was recited by all. Pastor James Farris led the meeting with a prayer.
The commission discussed the Engineering Study conducted by BG Consultants. The intersections included are located at the intersection of 230th Road and Mulberry Road and the intersection at 230th Road and Nighthawk Road. Commissioner Lehmkuhl will discuss the options with Road and Bridge District One Foreman Herb Roland.
Brown County Sheriff John Merchant reported that there are 19 inmates – 13 males and six females– in the County Jail.
Noxious Weed Director George Bruning discussed a request from Atchison County for Noxious Weed help. Bruning will let Atchison County know Brown County cannot take on the extra work load at this time.
Sheriff Merchant presented the 2020 Budget requests, with the Sheriff Office at $769,904; Sheriff Dispatch at $386,456; and Sheriff Jail at $572,471.
Bruning presented the 2020 Budget request of $167,750 for Noxious Weed Department.
Brown County Attorney Secretary Marcy Gruber presented a 2020 Budget request of $150,000 for the County Attorney’s Office.
Brown County Solid Waste Director Charles Brockhoff presented the 2020 Budget request of $916,000 for the Solid Waste Department.
KANZA Director David Jasper and KANZA CFO Jenny Knudson presented the 2020 Budget request of $72,000 for KANZA Mental Health.
Brown County District Court Clerk Joy Moore presented the 2020 Budget request of $147,087 for the District Court.
Brown County Appraiser Steve Markham presented the 2020 Budget request of $242,180 for the Appraiser’s Department.
Sheila Schwalm, Jenny Knudson and Mikaela Moore, Hiawatha Foundation for Economic Development Board, presented their 2020 Budget request of $25,000 for HFED.
Tim Lentz with HIDC presented the 2020 Budget request of $25,000 for HDIC.
Lynn Allen, Jere Bruning, Delores Waite and Donna Thonen, Brown County Historical Society Board of Directors, presented the 2020 Historical Society Budget request of $58,000 for the Historical Society.
Matt Sprick, Jeff Compton, Curt Jacobsen, Mathew Elliott, Michael Lanter, Ethan Noll and Niki Tollefson, Conservation District Board Members, presented the 2020 Budget request of $27,500 for the Conservation District.
Chastity Schumann and Kristina Romine with the Brown County Health Department presented the 2020 Budget request of $70,000 for the Health Department.
Brown County Treasurer Cheryl Lippold presented the 2020 Budget request of $230,020 for the Treasurer’s Department.
Brown County Rescue Squad Director Duke Koerperich presented the 2020 Budget request of $17,000 for the Rescue Squad.
Duke Koerperich with Town and Country EMS presented the 2020 Budget request of $255,000 for the Ambulance.
Matt Young and Levi Lehmkuhl with Brown County Extension requested $108,911 as the 2020 Budget request for the Extension and $10,500 as the 2020 Budget request for the Fair Premium funds.
Brown County Services for the Elderly Director Lori Gray presented the 2020 Budget request of $144,072 for the Services for the Elderly Department.
Brown County Developmental Services Director Linda Lock presented the 2020 BCDS Budget request of $27,052 for BCDS.
Brown County Register of Deeds Nellie Brockhoff presented the 2020 Register of Deeds Budget request of $92,740 for the Register of Deeds Department.
Gormley presented the 2020 Commissioner Budget request of $750,000 for the Commissioners.
Sandra Carter with the IT Department presented the 2020 Budget request of $146,120 for the IT Department.
Brown County Emergency Management Director James Stuart presented the 2020 Budget request of $65,490 for the Emergency Preparedness department.
Gormley also presented the following:
• 2020 County Clerk Budget request of $153,000 for the County Clerk Office.
• 2020 Custodian Budget request of $196,870 for the Custodian Department.
• 2020 Budget request of $120,000 for the Election Office.
• 2020 Budget request of $1,628,000 for Employee Benefits.
• 2020 Road and Bridge Budget request of $3,564,932 for the Road and Bridge Department.
Also at the meeting:
Commissioners approved Cody Nuss for a Lights and Sirens Permit.
The commissioners approved the April 30 minutes.
The commissioners reviewed the Four County District Court budget. The total cost would be $43,000. Brown County’s share would be $11,137.
The next meeting was held on Monday, May 13. These minutes were not available at The Herald’s press time.
